I am not sure what is meant here, but what if we simply remove the ment and have disable, dismantle and remove? It might solve the argument, and remove the confusionment

“Disablement” has always been around in the weapons biz.
It is the first step (which may be temporary or permanent) to make either a weapon or a facility incapable of acting.
The next step is dismantlement, followed by removal.
