I knew the verdict on China’s activities would be relatively positive after Gertz claimed that NIC officials were reworking the report to minimize China’s arms proliferation activities, but I was hardly expecting:
China’s record is strongest with respect to nuclear nonproliferation, as Beijing has largely curtailed government-sanctioned assistance to most countries.
