That National Academies Panel on Prompt Global Strike has released its interim letter on the Conventional Trident Modification (CTM) program.
As expected, the interim letter calls for funding only RDT&E efforts in FY ‘08:
In FY 08, fund research, development, testing, and evaluation (RDT&E) efforts associated with CTM at a level sufficient to determine its effectiveness, but in FY 08 withhold funding for full-scale production and deployment (except any that is necessary for testing).
Pretty obvious why. If NAS said “fund the whole thing” thing in the Interim Letter, why would Congress read the Final Report?
