Steve Aftergood brought these two links (one and two) to my attention.

I thought I’d add this (little-known, I think) one from the State Department. I don’t think it’s searchable, but for finding recent foreign policy-related reports, it’s wicked good.

    It’s searchable. All you have to do is type site:fpc.state.gov (or if you just want the docs and not web pages you can try site:fpc.state.gov/documents/organization/) before the terms your searching for in google. It also searches through PDFs in case you want to search within the docs.

    Here’s an example:
    http://www.google.com/search?hl=en&lr=&q=site%3Afpc.state.gov+crs+arms+control&btnG=Search

    You can use the “site:” feature in a lot of nifty ways, like typing site:.mil to search only military sites or site:.gov to search only government sites.
